Residential Sound Insulation Program (RSIP) – Background
Tweed-New Haven Airport (HVN) has initiated a voluntary Residential Sound Insulation Program (RSIP) to mitigate the effects of aircraft noise for properties surrounding the airport.
The purpose of the program is to reduce interior noise levels per the required noise reduction goals of the Federal Aviation Administration (FAA).
The program will be limited to homes based on the criteria outlined under Eligibility.
Since 2014, HVN has distributed nearly $12 million in federal funding to sound-insulate nearby homes, improving 181 households to date. The latest phase of improvements was finalized in 2023. Tweed’s RSIP originated from a comprehensive noise study conducted in 2012. Funded and authorized by the Federal Aviation Administration (FAA), the study identified residential areas potentially eligible for sound insulation treatments.
There are approximately 25 residential properties identified as being within the current program area, resulting from an Environmental Assessment conducted in 2023. Properties that are potentially eligible are shown in the graphic below. Property owners will be contacted by the program team as funding becomes available.
